How are we supposed to use this? It doesn't come with any .wad files in the .zip.

It's mostly because of a majority of the Skullstuff staff being involved with projects of their own, or having other things encompassing their free time. (School, work, Minecraft, etc.)

I may consider doing a few reviews of some of the releases and throw an SSR #27 out the door, but I'm pretty sure Skullstuff won't be monthly if it's continued.

Yeah, basically what Felicrux said. I can't speak for anyone but myself, but personally I know there's things that need to be reviewed, but with school and work I just don't have the time to do them. Sorry guys.
