Skulltag & Mods don't seem to agree

Post Skulltag & Mods don't seem to agree
Can anyone out there tell me how to add mods to skulltag I've tried adding them to the engines folder. nothing.
P.S. I'm Running 98c with the RBCskins pack and the old annoucers add-on pack :meh:

EDIT: These are working mods i've added but I want to add the hi-def items and other lvl mods

Those go into either a folder called "Skins" or "Announcer", in the same folder as where skulltag.exe is located.
